Kazakhstan: replacing a lost passport or residence card before travelling

When a passport or residence card disappears abroad, connect replacement planning with your actual journey. A loss report, emergency travel document and replacement residence card may involve different offices. Explain the approaching examination, flight or enrolment date without treating a photograph of the missing document as valid travel permission.

Apply the local route to your case

Which office must issue which replacement document for my planned journey and approaching university deadline? In Kazakhstan, students needing an education visa use the C9 process with university invitation support; eligible visa-free arrivals have a separate education temporary-residence route. Gov.kz links the educational institution’s petition to the residence purpose. KBTU distinguishes invitation, first visa and arrival notification. Tourist entry, address registration or admission alone is not permission for the whole degree; confirm the passport-specific route with the receiving institution. Check entry, lawful stay while a decision is pending and cross-border travel separately. Tell the competent office your nationality, existing permission and actual teaching dates; university admission or an appointment confirmation does not replace the authority’s decision. Request a written document list for your own category.

  • Ask receiving university / Kazakhstan migration service which permission route fits your passport and actual study category.
  • Submit the current evidence through the official channel before your lawful stay expires.
  • Keep the application receipt and separately verify permission to leave and re-enter.

Steps for this specific problem

  1. Notify the competent police, issuing authority or consular office through official channels. Ask which loss record and replacement or emergency document are available, and confirm travel eligibility separately rather than assuming a report replaces the missing document.
  2. Compare the exact Latin-script name, date of birth and passport number across the passport, portal record and offer. Use the official correction route for discrepancies rather than editing an issued document yourself.
  3. Confirm your citizenship, current residence, programme type and study dates before choosing a visa, permit or appointment category. Another student's route may not apply to your circumstances.
  4. Check the destination and every transit country’s rules as well as the carrier’s document checks. Do not treat a filing receipt or pending decision as a travel document; plan the route around the documents actually valid for your circumstances.
  5. Ask the responsible office to confirm your deadline and accepted correction channel in writing. Check the time zone, upload constraints and evidence of receipt instead of relying only on the date shown in a group message.
  6. Keep one dated record of submissions and replies. Redact unnecessary personal information when asking for help, and never give group members your passwords, payment credentials or uncontrolled copies of identity documents.

The linked procedure to check

Distinguish Kazakhstan’s official scholarship application from a university’s fee-paying admission route. The Center for International Programs operates the scheme; an archived ENIC announcement is not the current application calendar. Plan university admission, academic recognition and professional licensing as separate checks. Obtain a written document list for your own qualification before paying for translations or an application. Check transcripts, name differences and the required prior study level early so that missing evidence does not derail your application. Track application submission separately from the recognition decision; where evidence is pending or admission conditional, file the institution’s written completion instructions and actual deadline.

A common decision point

Does a loss report by itself allow me to travel?

Ask the competent authority what the loss report proves and who issues the replacement. Confirm the proposed journey with the consulate, residence authority and carrier, including transit and return requirements for any emergency document. Send necessary identity updates to the university through its secure channel.

Requirements change. Before applying or paying, use the current call at the linked source and obtain the institution's written confirmation.
