Moldova: clarifying shared-flat bills, common charges and unexpected extra payments

The advertised room price may exclude electricity, heating, internet or common charges. Unclear meters, allocation methods, advances and end-period adjustments can create unexpected liabilities; a flatmate’s verbal explanation is not a substitute for the agreement and the underlying bill or statement.
Apply the local route to your case
Are the charges outside rent, their supporting documents and the allocation method agreed in writing beforehand? Moldova’s arrival guidance separates admission, invitations where required and subsequent residence procedures. Ask the university about accommodation support and original documents for enrolment, checking names against your passport. Verify the accommodation address, contracting party and campus journey before travelling. Save university contacts and copies of essential documents offline for arrival day. Check entry and residence procedures with the competent authority for your nationality; an admission letter alone does not establish permission to travel or remain. Check the application and document record with the named office. If instructions conflict, request a written clarification referring to the current official page, and retain the answer in your file.
- Track the room application separately from admission with Selected university hostel office; ask for a written allocation.
- Verify the landlord’s authority, contractual address and every additional charge before transferring money.
- Establish who will issue the landlord or dormitory evidence required for address registration.
Steps for this specific problem
- Record rent, deposit, utilities, notice periods and the move-in date separately. Ask the contracting party which charges can change and which evidence is needed for a refund, rather than treating an advertised monthly figure as the entire cost.
- Keep a dated inventory, agreed meter readings, photographs and handover records together. Obtain written confirmation of key return and the address for deposit correspondence so that a later dispute can be tied to concrete records.
- Verify the address, the party entitled to let the property and the written contract. An urgent request from a stranger is not evidence of legitimacy; ask the official student accommodation service about alternatives before sending a deposit.
- Keep the payment receipt, transaction reference, currency and date together. Ask which student or application reference the institution uses to reconcile payments before assuming that another payment is necessary.
- Find the contract or published refund policy that applied when you paid. Send the request to the correct party with the refusal or withdrawal evidence it requires; tuition, booking deposits and service fees may follow separate rules.
- Keep one dated record of submissions and replies. Redact unnecessary personal information when asking for help, and never give group members your passwords, payment credentials or uncontrolled copies of identity documents.
The linked procedure to check
University admission, entry permission and permission to remain are separate decisions. Keep a distinct document and validity date for each part of the file. Moldova’s IGM study file separately lists the institution’s request, study contract and enrolment evidence. Where D/AS is required, plan the consular stage, housing proof and residence extension separately. Correct mismatches between the application number, passport and enrolment record before processing advances. When documents are missing, retain the exact official request; obtain an academic-calendar answer from the university and an immigration answer from the competent authority. An acknowledgement of submission is not automatically permission to travel or work.
A common decision point
Are the charges outside rent, their supporting documents and the allocation method agreed in writing beforehand?
Match included services, opening meter readings, allocation rules and extra-charge authority to the agreement. Request the underlying bill and charging period; keep a clear payment reference and receipt, and do not automatically accept an unsupported additional amount merely because it was requested.
Requirements change. Before applying or paying, use the current call at the linked source and obtain the institution's written confirmation.
